No natural person should be allowed to receive through companies that he/she owns more than a certain percentage of public money.
If no natural person were allowed to receive via the companies he/she owns more than a certain percentage of public funds, it could be possible to prevent the state capture of public institutions by private companies supplying them with services thanks to which those private companies obtain a strong negotiation position and are able to restrict the access of other companies to public contracts.
